1 Chapter 1

Mourning That Deepens by Stages

The three weeks between the 17th of Tammuz and Tisha B'Av are called bein hametzarim, after the verse in Lamentations: "All her pursuers overtook her between the straits" (1:3). This is not one uniform stretch. The custom is built in tiers: the closer one comes to Tisha B'Av, the heavier the mourning. The three tiers are the "Three Weeks" from 17 Tammuz until Rosh Chodesh Av; the "Nine Days" from Rosh Chodesh Av until the fast; and "the week in which Tisha B'Av falls," the strictest tier of all. The rule that dictates this structure is stated in the Mishnah and Talmud in a few words: when Av enters, we reduce our rejoicing.

In 5786 the period falls out as follows: the 17th of Tammuz on 2 July 2026, Rosh Chodesh Av on 15 July, and Tisha B'Av from the evening of 22 July until nightfall on 23 July. Because Tisha B'Av falls this year on a Thursday, the third tier also exists: "the week in which it falls" begins on Sunday, 19 July. Shabbat Chazon — the Sabbath before the fast, on which Parashat Devarim is read — falls on 18 July.

״ "When Av enters, we reduce our rejoicing."

2 Chapter 2

The Three Weeks

The first tier runs from the 17th of Tammuz until Rosh Chodesh Av, and it is the lightest of the three. Four main matters are observed in it.

Weddings. No marriages are held in this period according to Ashkenazi custom. According to Sephardi custom marriage is permitted until Rosh Chodesh Av, and only from Rosh Chodesh is it forbidden. Matchmaking and engagement are permitted according to all customs, and a meal may be served at an engagement celebration.

Haircuts and shaving. Ashkenazi custom forbids haircuts and shaving already from the 17th of Tammuz. Sephardi custom, following the Shulchan Aruch, permits haircuts until the week in which Tisha B'Av falls. The father of the child, the mohel, and the sandak may cut their hair in honor of a circumcision.

The blessing shehecheyanu. It is customary to avoid the shehecheyanu blessing throughout the period — that is, to refrain from eating a new fruit or wearing a significant new garment over which it would be recited. Exceptions: a circumcision and a redemption of the firstborn, at which shehecheyanu is said as usual, and Shabbat, on which some are lenient.

Music and dancing. It is customary to avoid joyous music, dancing, and performances. Quiet music, music for exercise, and learning to play an instrument — many are lenient in these. By contrast, shopping, building, laundry, and bathing are permitted at this tier; they will be restricted only in the Nine Days.

3 Chapter 3

The Nine Days

From Rosh Chodesh Av the mourning tightens. Here the rule "when Av enters, we reduce our rejoicing" takes effect, and the Shulchan Aruch (Orach Chaim 551) sets out its particulars.

Meat and wine. One refrains from eating meat and poultry and from drinking wine, as well as from dishes carrying the taste of meat. Fish is permitted, as is wine vinegar. Here lies the central difference between the customs: according to the Shulchan Aruch, original Sephardi practice restricts the prohibition to the week in which Tisha B'Av falls alone, whereas the Rema rules for Ashkenazi custom that it applies from Rosh Chodesh. In practice, many Sephardi communities in Israel are stringent from Rosh Chodesh or from the 2nd of Av.

Laundry and clothing. One refrains from laundering, ironing, and wearing freshly laundered clothes. The common solution: preparing in advance garments that have already been worn briefly after washing. Small children's clothing, soiled work clothes, and undergarments are permitted. One also refrains from buying new clothes and from having them made, though repairs, hems, and sewing on buttons are permitted, as is buying shoes for Tisha B'Av.

Bathing. One refrains from bathing for pleasure — the sea, a pool, a bath, a jacuzzi, or a sauna. A shower for cleanliness is permitted, as is bathing for health. Here too Sephardi custom is more lenient than Ashkenazi.

Building and joyous purchases. One refrains from renovations and expansions intended for beautification, from plastering and painting, and from planting ornamental trees and flowers. Renovation because of a genuine shortage of space, or a necessary repair, is permitted. One likewise refrains from joyous acquisitions — a car, an apartment, jewelry — but necessary furniture and useful appliances are permitted.

Did you know
Why do Ashkenazi and Sephardi customs differ?
Most of the differences between the customs in this period stem from one place: Shulchan Aruch, Orach Chaim 551. Rabbi Yosef Karo, who wrote the Shulchan Aruch, rules following the Talmud that the reduction in rejoicing centers primarily on "the week in which Tisha B'Av falls" — and therefore the restrictions on meat, laundry, and haircuts are confined to the final week. The Rema, Rabbi Moshe Isserles, adds in his glosses the Ashkenazi custom, which extended the mourning backward: haircuts already from the 17th of Tammuz, and meat and laundry from Rosh Chodesh Av. The two authorities do not differ in principle but in the custom that took shape in their communities. Hence in Israel, where Ashkenazi, Sephardi, and Edot HaMizrach communities live side by side, one will sometimes see two neighboring families practicing entirely differently on the very same day — and both practicing correctly.

4 Chapter 4

The Week in Which Tisha B'Av Falls

The third and strictest tier begins at the close of the Shabbat before the fast and continues until the fast itself. This year, when Tisha B'Av falls on a Thursday, it begins on Sunday. At this tier all customs converge: what was disputed earlier — meat, laundry, bathing, haircuts — is now forbidden to all, Ashkenazim and Sephardim alike. Cutting nails, permitted until now, is also forbidden in this week, and even the father of the child and the mohel have no dispensation for a haircut.

There are years in which this tier does not exist at all — when Tisha B'Av falls on Shabbat and is deferred to Sunday, or when it falls on Sunday itself. In such years one passes from the Nine Days directly to the fast. It is worth checking anew each year, since this depends entirely on the day of the week on which the fast falls.

5 Chapter 5

What Yields to the Joy of a Mitzvah

This mourning is not absolute, and it has defined exceptions. Shabbat is the great exception: there is no public mourning on Shabbat, and so meat is eaten and wine drunk at the Shabbat meals even within the Nine Days, Shabbat clothes are worn, and blessings are said as usual. Even Shabbat Chazon, the Sabbath closest to the destruction, is not a day of mourning.

A seudat mitzvah is the second exception: a circumcision, a redemption of the firstborn, a bar mitzvah on its proper date, and the completion of a tractate — at all of these the participants in the meal may eat meat and drink wine. The limit on the number of participants varies by custom, but the principle is fixed: a rejoicing that is itself a mitzvah is not set aside.

Nor is there room for stringencies that harm health or livelihood. One who is ill, a woman after childbirth, and one who has grown weak may eat meat; bathing for medical need is permitted; and work, study, and ordinary commerce continue as usual. The tradition sought to reduce rejoicing, not to disrupt life.

6 Chapter 6

And What Is Actively Done

The list of abstentions can obscure the fact that the period also has positive content. The three haftarot of these days — the "three of affliction" — are read on the Sabbaths between the fasts: Jeremiah 1 on Parashat Pinchas or Matot, Jeremiah 2 on Parashat Masei, and Isaiah 1 on Shabbat Chazon. They are tied not to the Torah portion but to the calendar, and they lead gradually from rebuke to destruction — and from there, immediately after the fast, to the seven haftarot of consolation.

It is customary in this period to add in Torah study and in giving charity, and many make a point of studying the Temple in particular — the tractates Middot and Tamid, Maimonides' Laws of the Chosen House, and Ezekiel's prophecies of consolation. The idea is simple: if one mourns a house that was destroyed, it is fitting to know exactly what was lost. The verse on which the haftarah of Shabbat Chazon closes — "Zion shall be redeemed with justice, and those who return to her with righteousness" (Isaiah 1:27) — gives this a direction: the repair runs through justice and charity.

And finally, the period also has an ending. Six days after Tisha B'Av comes the fifteenth of Av, which the Mishnah counts together with Yom Kippur as one of the two best days Israel ever had. The mourning does not stand on its own; it is a stage, and after it comes consolation.
